BIOGRAPHICAL SKETCH

Kevin Mannix has been an attorney since 1974. During his first eight years of practice, he served as a law clerk to the Oregon Court of Appeals, as an Assistant Attorney General for Oregon, as an Assistant Attorney General for the U. S. Territory of Guam, and as an Administrative Law Judge for Oregon. From 1980 to 1983, Kevin engaged in insurance defense legal practice with a Portland law firm. In January 1986, he opened his own law firm in Salem, where he and his staff handle legal affairs for businesses.

Kevin and his wife, Susanna, were married in June 1974, just after he received his law degree from the University of Virginia and Susanna received her BS in nursing from the University of Virginia. Susanna has remained in practice as a registered nurse since then, and is presently a nurse at Salem Hospital. Kevin and Susanna have three children: Nicholas is an engineer with a Master’s Degree in Structural Engineering from the University of Washington; Gabriel has a Bachelor of Arts degree from Portland State University and is training as a firefighter; and Emily attends the University of Portland.

Kevin served five terms (ten years) in the Oregon House of Representatives. His committee assignments included the Labor Committee and Judiciary Committee, as well as the Joint Committee on Ways and Means. He was chairman of the House Judiciary Committee on Criminal Law and served two terms on the Oregon Emergency Board. Kevin also served a partial term in the Oregon Senate, filling out a term by appointment. During his legislative service, Kevin was the chief sponsor of more successful legislation (135 bills) than any other single legislator in the last 50 years. His legislative accomplishments include authoring Oregon’s Anti-Stalking Law, establishing the Tax Court Magistrate Division, reforming adoption laws to make adoptions quicker and less expensive, authoring major workers’ compensation reforms, passage of a host of anti-crime legislation, and reforms to improve access to our courts.

Kevin is also the author of Measure 11 (mandatory minimum sentences for violent crimes), Measure 17 (requiring state prisoners to engage in useful work, full time, while incarcerated), and the Victims' Rights Amendments to the Oregon Constitution.

From January 1999 to January 2001, Kevin served as Vice-Chairman of the Oregon Republican Party. He also served as Chairman of the Oregon Republican Party from January 2003 to July 2005. During his tenure as Chairman, he took the Party out of debt, made the Party more inclusive, and fully organized the Party in all 36 counties in Oregon.

Kevin has been active in many civic organizations, including the East Salem Rotary Club, where he has been a member since 1982, and where he has served on the board of directors and as president. Since 1984, Kevin has been on the Board of Directors of the Salem Catholic Schools Foundation, and he is currently President of that Foundation.

In 1995, Kevin and other citizens founded Blanchet Catholic School, a mid-high and high school owned by the community but recognized as a Catholic school by the Archdiocese of Portland. Kevin has served continuously as Chairman of the Board of Directors of Blanchet Catholic School since it was incorporated in March 1995.
